Matt Aldeman is Senior Energy Analyst for the Center for Renewable Energy at Illinois State University. He provides technical assistance and public outreach to the external community, assists faculty in applied research, and operates the Center’s SODAR unit, meteorological tower, and off-grid hybrid wind/solar system. Matt joined the Center for Renewable Energy after working for General Electric as a wind site manager, where he managed operations at the Grand Ridge and Rail Splitter wind projects. Previously, he served in the U.S. Navy as the Reactor Electrical Officer on the USS John C. Stennis and as the Gunnery Officer on the USS O’Bannon. He is a graduate of the U.S. Naval Nuclear Power School and holds a Master of Engineering Management degree from Old Dominion University and a B.S. in Mechanical Engineering from Northwestern University.
Alisha Anker joined Prairie Power, Inc. in August 2009 and serves as the Director of Markets & System Operations for the Illinois G&T cooperative. Her responsibilities include the coordination of the cooperative's energy and ancillary market activities, procurement of physical energy and capacity to meet the cooperative's demand, the supervision of the cooperative's transmission system operations team, and the development and maintainence of documents and evidence supporting continued compliance with NERC electric reliability standards. Prior to her role at Prairie Power, Ms. Anker was employed 19 years by the City of Springfield, IL municipal utility CWLP. She spent most of those years in Electric System Operations as a distribution, transmission and balancing authority operator, later taking an administrative role as the Electric Operations Planning Coordinator. She was key in the negotiation and administration of two long-term wind power purchase agreements. While working at CWLP, Alisha also transitioned the utility's operations from the traditional bilateral energy market to the structured Midwest ISO Energy Market. Ms. Anker is a NERC-certified System Operator and a member of the Illinois Solar Energy Association ( ISEA).
Charlie Ary is Development Analyst for Clean Line Energy Partners, and serves as a Development Analyst on the Rock Island Clean Line project, a high voltage direct current transmission line that will deliver 3,500 megawatts of clean wind power from northwest Iowa, Nebraska, South Dakota, and Minnesota to communities in Illinois and in states to the east. In this role, Charlie assists in efforts across all aspects of project development, including community outreach, public relations, routing and permitting. Charlie holds a Bachelor of Science in Ecology and Evolutionary Biology from Rice University. He currently participates in the Gulf Coast Big Brothers and Big Sisters program and the Leadership Rice Summer Mentorship Experience
Kyle Barry is attorney with McGuireWoods LLP and a vice president in the State Government Relations group of McGuireWoods Consulting. An experienced commercial litigator and former deputy general counsel for the Illinois Department of Commerce and Economic Opportunity, he has established relationships with leading federal, state and local officials in Illinois. Kyle has an extensive background in business expansion services and economic development. While serving as deputy general counsel for the Illinois Department of Commerce & Economic Development, Kyle managed the legal affairs for the Large Business Development Division, the Energy and Recycling Division, the Office of Coal Development, the DCEO Grants Unit and the Illinois Trade Office. Kyle has provided guidance on general business development projects as well as on energy projects, including wind energy developments, ethanol plants, coal projects and a geothermal energy enterprise. In addition, Kyle recently helped form a trade association for wind energy developers in Illinois, and he now helps manage the government affairs for the association.
Curt Bjurlin is an experienced project manager and team leader in the energy sector who has managed numerous multimillion dollar projects from proposal and budgeting through routing and siting to permitting, engineering and construction. During five years of work as a renewable energy developer, Mr. Bjurlin led teams in the development of numerous wind energy and transmission line projects - coordinating all aspects of project development. One of Mr. Bjurlin’s areas of expertise is in routing and siting of linear projects using an organized and documented approach. In addition he has lead numerous stakeholder meetings, county and township meetings, and civic group discussions throughout the Midwest and Great Plains. His experience includes planning and leading land acquisition for 75 miles of transmission line easements at four facilities and over 100,000 acres of wind energy leases. A professional wildlife biologist by training, Mr. Bjurlin understands the interplay between real property control, zoning and permitting, engineering and environmental constraints. Prior to taking a leadership role in project development, Mr. Bjurlin worked for over ten years as a wildlife scientist with threatened and endangered species throughout the United States. He has published numerous scientific papers on the interaction between threatened and endangered species and transportation and energy infrastructure.
Kevin Borgia has several years of experience in wind power policy at the state and federal levels. He was founder and Executive Director of the Illinois Wind Energy Association, a non-profit advocacy and trade association. IWEA merged into Wind on the Wires in late 2011, and Kevin continues advocating for wind power in Illinois as part of the WOW staff. In his roles as wind energy advocate in Illinois, Kevin has secured significant state policy victories for wind energy in Illinois, including new tax incentives and stable tax structures for wind development, improved markets for renewables under the Illinois Power Agency, new loan guarantees for renewables, and better permitting regulations for wind farms in the state. Previously, Kevin worked as editor of the federal energy and environmental policy newsletters Energy Washington and Inside EPA. He is a central Illinois native and a graduate of Illinois State University.
Dr. Al Bowman became Illinois State University’s 17th president on March 1, 2004, after serving one year as interim president. Under Bowman’s leadership, Illinois State has been transformed into a first-choice Illinois public university, ranking for seven straight years as one of the top 100 public universities in the nation for quality and value, according to Kiplinger’s Personal Finance magazine. During Bowman’s tenure as president, Illinois State achieved historic highs in freshman ACT average (24.3), freshman-to-sophomore retention rate (85 percent) and standard measure graduation rate (70.4 percent). The University also constructed a $50 million Student Fitness Center/McCormick Hall, opened a new Alumni Center, renovated many classroom buildings and completely remodeled six residence halls. President Bowman also initiated the University’s first-ever public/private student housing partnership, leading to a 900-bed, privately-owned, student apartment complex constructed on University-owned land. Bowman received a bachelor’s degree in speech pathology from Augustana College and a master’s degree in speech-language pathology from Eastern Illinois University. He chose the University of Illinois-Urbana for his graduate work, completing a Ph.D. in speech and hearing science.
Guenter Conzelmann is the Director of the Center for Energy, Environmental, and Economic Systems Analysis at Argonne National Laboratory. His center develops modeling and simulation tools and provides analytical services to government institutions and private sector clients around the world on strategic energy and power sector issues. Guenter is leading Argonne’s wind power technologies and analysis program. Argonne’s wind power research currently focuses on (1) addressing wind turbine drivetrain reliability issues, (2) improving statistical wind power forecasting methods, (3) providing instrumentation and measurement support for joint DOE/NOAA project on enhanced short-term wind energy forecasting, (4) enhancing grid systems operations for wind, (5) analyzing wind energy development in critical wildlife habitats, and (6) developing a new GIS-based visual impact risk analysis and mitigation identification system. Guenter is also actively engaged in Argonne’s smart-grid activities. He is the author/co-author of numerous publications, including sponsor reports, conference papers, journal articles, and book contributions in the energy and power systems field. He is frequently invited to speak on these subjects at conferences, workshops, and training courses around the world.
George M. Drosdowich Esq. is Iberdrola Renewables’ Director, De-Regulated Markets, responsible for power and renewable energy attribute sales from IBR’s utility scale wind and solar projects to large, end-use customers. Before joining Iberdrola in 2007, Mr. Drosdowich worked in energy business development and as NY/NJ regional counsel for Constellation NewEnergy directing the company’s efforts to expand services throughout the United States. Before that time, Mr. Drosdowich worked as an energy cost consultant to end users, guiding many Fortune 1000 companies through the opportunities that arose out of the deregulated energy markets. George began his career in energy serving as Director of Energy for the City of Yonkers, NY. He holds a BA from Hobart & William Smith Colleges and a JD with a Special Certificate in Environmental Law from Pace University School of Law. Mr. Drosdowich is admitted to the Bar in New York and New Jersey.
Katherine Ellis joined the National Renewables Cooperative Organization as the Renewables Developer in November of 2009. Her responsibilities include the assessment, valuation, negotiation and origination of renewable projects for joint participation by the NRCO members, as well as research, analysis, and communication of broader marketplace and industry trends. Prior to her role at NRCO, Ms. Ellis was the financial trader at ACES Power Marketing (APM), responsible for the development of financial hedging strategies for a broad base of portfolios. She was also responsible for transaction execution of financial
instruments, both exchange-traded and over-the-counter. Ms. Ellis monitored and transacted in major energy markets including: natural gas, heating oil, coal, emissions, and renewable energy credits. Also at APM, Ms. Ellis gained experience as a physical electricity trader, optimizing multiple power portfolios in the Eastern Interconnect. Ms Ellis began her career in APM’s Settlements group as an Energy Accountant. Ms. Ellis holds a BS in Finance from Western Kentucky University and an MBA from Indiana University. She currently serves as Treasurer of the Northern Lakes Alumni Association Board of Directors.
Larry Flowers is Deputy Director of Community and Distributed Wind for the American Wind Energy Association where he works with industry, government and NGO’s to increase the role of distributed and community wind resources in the nation’s energy portfolio through policy, advocacy, education and outreach. Prior to AWEA, he spent 30 years at the National Renewable Energy Laboratory, the last 20 at NREL’s National Wind Technology Center in Boulder, CO. As National Technical Director of Wind Powering America, he led an interdisciplinary team that established 35 state wind working groups, created 11 state Wind for Schools programs, developed high resolution wind resource maps for all windy US states, and established a wind-water-nexus initiative. Prior to WPA, he led programs and projects in international village power, hybrid energy systems, building sciences, thermal systems, and industrial applications. Mr. Flowers has degrees in metallurgical engineering and materials science from Lehigh University and an executive MBA from University of Denver.
Alyson Grady joined the Illinois Energy Office of the Department of Commerce and Economic Opportunity in December 2009 after nearly a decade working with the Illinois Environmental Protection Agency. As the state’s Renewable Energy Manager, she oversees all programs promoting solar, wind, biofuel, and other renewable energy sources. While serving at IEPA, Alyson worked on developing wetland and stream program initiatives at the State and Federal level, as well as coordinating with numerous state and federal agencies for project development and permitting activities. Since joining DCEO, she has been responsible for directing projects made possible under the renewable energy and green industry business development portion of the American Recovery and Reinvestment Act. (ARRA) as well as the state Renewable Energy Resources Program. Alyson received her B.S. in Biology -- with a concentration in Chemistry – in May 1995 from Northeast Missouri State University (now Truman State University).
Dr. Aaron Greco is an Argonne National Laboratory research engineer in the Energy Systems Division, where he is actively involved in the development of surface engineering and lubrication additives for advanced drivetrain applications specializing in wind turbine drivetrains. He recently completed a 15 month detail at the U.S. DOE headquarters in the Wind and Water Power Program, providing technical expertise for drivetrain development and turbine reliability program areas. Dr. Greco has published many technical journal articles and book chapters and has received a number of awards for contributions made to field of tribology and translating laboratory research to commercial application. In 2009, Dr. Greco was a science and technology policy fellow at The National Academies, supporting reports on vehicle technology and fuel efficiency. He has a BS in Mechanical Engineering from Iowa State University and a PhD from Northwestern University.
Arlene Juracek began serving as the Acting Director of the Illinois Power Agency on October 11, 2011. She is a highly regarded executive and civic leader with broad-based experience in the electric utility industry, local government and social service delivery and governance. Professional experience: includes energy and transmission services acquisition, nuclear and fossil station engineering and construction, commercial sales, market research, rates, strategic and economic analysis, least-cost planning and load forecasting. She is an experienced energy policy analyst, regulatory witness, legislative lobbyist, competitive market advocate, and media spokesperson.
Tony Kuykendall earned his bachelor of science degree in business administration and economics from Hanover College in 2002. After several years in the financial services sector, Tony joined Performance Services in 2007 to pursue the development of wind energy projects. Since that time, Tony has spearheaded project development, financing, interconnection agreements and the successful installation of six community wind turbines in Indiana, completed 10 wind analysis studies and supported 14 school corporations in securing $32 million in Clean Renewable Energy Bonds. Tony is also the company’s lead account executive on the development of Purdue Energy Park, a proposed 100MW wind farm in Lafayette, IN. A frequent speaker, Tony has presented at several state and regional conferences on the benefits of wind energy.
Tim Libson has 33 years of energy industry experience including international and domestic assignments with Amoco Corporation, The AES Corporation, and Trintek Energy Consulting, Inc., which he founded in 2003. As Principal Consultant of Trintek Energy Consulting, he has assisted clients with site feasibility, site leasing, project economic modeling, negotiating PPA’s, negotiating turbine supply, and balance of plant contracts, permitting, and interconnection agreements for wind energy projects in Texas, Illinois, Michigan, Minnesota, Wisconsin, Ohio, Tennessee, California, Arizona, and Canada. During his career, Mr. Libson has negotiated and executed a variety of power sales, and fuel supply agreements with counterparties such as Exelon, Constellation/New Energy, TXU, El Paso, and PG&E. He has significant experience in EPC contractor and turbine supplier negotiations with counterparties such as, GE, and Vestas American Wind Technology, Siemens, Mitsubishi, Duke Fluor Daniel, Stone and Webster/Shaw Group, NEPCO, Parsons, Mortenson, D.H. Blattner, RES Americas, TIC, Westinghouse. Mr. Libson negotiated the $275 MM non recourse financing for the AES Wolf Hollow 730 MW combined cycle project in Granbury, Texas in 2001, and also assists wind energy clients with analysis and negotiation of financing terms and conditions. His international experience includes development and acquisition of power projects in Trinidad and Tobago, Panama, Brazil, Argentina, Malaysia, Turkey, Israel, India, and the U.K. As Manager of Acquisitions and Divestments for an Exploration and Production Business Unit of Amoco Production Company, he negotiated and closed purchase and sale transactions for oil & gas properties. He is a licensed Professional Engineer by exam in Texas, and holds a B.S. degree in Petroleum Engineering from Texas Tech University and an MBA with a concentration in Finance from the University of St. Thomas in Houston, Texas. He also holds a Real Estate Broker’s license in Illinois. He is a member of, the Great Lakes Renewable Energy Association, the Society of Petroleum Engineers, the Gulf Coast Power Association, and the Midwest Cogeneration Association. Mr. Libson served four years active duty with the U.S. Army as an officer and was honorably discharged with the rank of Captain in 1981.
Randall Lloyd is a retired Agricultural Awareness Coordinator in McLean County, for University of Illinois Extension. He works with pre-school, elementary, secondary and college classes and many other groups teaching people where their food comes from. During years with U of I Extension, Twin Groves Wind Farm came to McLean County installing 4 turbines on family farm in Ellsworth, IL. As part of agricultural awareness position, developed "Agriculture and Energy" programs and tours which began in 2007 and continue today. Audiences range from age 9 to senior citizens and have included individuals from 45 foreign countries. More than 1,300 adults and students have either toured the wind farm or participated in indoor programs. Retired from U of I Extension in April 2011. Currently provide Agriculture and Energy tours and programs, volunteer with the local pregnancy resource center doing maintenance and remodeling tasks, exercising and reading. He taught for McLean County Unit 5 (Normal, IL) for 35 years, 28 years as an elementary school principal. Retired from Unit 5 in 2000. Undergraduate education: Illinois State University, BS in Special Education Graduate education: Illinois State University, MS in Educational Administration.
David Loomis, Ph.D., is Professor of Economics at Illinois State University where he teaches in the Master’s Degree program in electricity, natural gas and telecommunications economics. Dr. Loomis is Director of the Center for Renewable Energy and Executive Director of the Institute for Regulatory Policy Studies. As part of his duties, he leads the Illinois Wind Working Group under the U.S. Department of Energy. Dr. Loomis is part of a team of faculty that has designed a new undergraduate curriculum in renewable energy at Illinois State University. Dr. Loomis earned his Ph.D. in economics at Temple University. Prior to joining the faculty at Illinois State University, Dr. Loomis worked at Bell Atlantic (Verizon) for 11 years. He has published articles in the Energy Policy, Electricity Journal, Review of Industrial Organization, Utilities Policy, Information Economics and Policy, International Journal of Forecasting, International Journal of Business Research, Business Economics and theJournal of Economics Education.
Barry Matchett works on ELPC’s Energy Project to develop renewable energy resources and policies, design and implement new energy efficiency policies and programs, and advocate global warming solutions policies and programs. He previously worked as a Policy Advisor for the Chair of the Illinois Commerce Commission. He has also worked on several national and local political campaigns.
Rick Nelson has been with the U.S. Fish and Wildlife Service (Service) for over 33 years and has been the Supervisor of the Service's Rock Island, Illinois, Ecological Services Field Office for the last 26 years. His office is charged with working with federal and non- federal partners to maximize the conservation benefits and minimize the negative impacts of land and water development projects on federal trust fish and wildlife resources, such as migratory birds and endangered species. Rick previously worked for USEPA and a private consulting firm before coming to the Fish and Wildlife Service and has worked at the Washington policy level of both the Fish and Wildlife Service and USEPA.
Jonathan Nieuwsma is a partner in CS2 Renewable Energy and former chairman of the Illinois Wind Energy Association’s Small Wind Committee (SWC). The SWC worked to improve the business climate for the small wind industry by advocating for favorable state legislation, educating local zoning officials on small wind technology, providing a forum for industry players up to date on market developments, and promoting small wind turbines as an effective distributed energy solution. Prior to entering renewable energy Jonathan spent 15 years in the industrial manufacturing field. Starting as a product engineer, Jonathan spent a large portion of his time overseas, doing product development, supply chain management, and setting up manufacturing operations in Eastern Europe and Asia. He moved into marketing with a German firm and lived in Europe for several years. After returning to the US he formed a consulting business and continued to develop supply chain and manufacturing operations for US and international clients. Jonathan merged his engineering experience with his environmental interests and has focused on wind power and distributed generation for the last several years. He serves as co-chair of Citizens’ Greener Evanston’s renewable energy task force and sits on the board of directors of that organization. Jonathan holds a Bachelor of Science degree in mechanical engineering from the Univeristy of Illinois and is a certified small wind site assessor.
Jerry A. Nolen is an Argonne Distinguished Fellow. He obtained his Ph.D. from Princeton University in Physics and has extensive experience in nuclear physics, beam optics, and accelerator physics. He was a pioneer in the introduction of superconducting technology for beam transport and magnetic spectrographs in nuclear physics. He has also worked recently on the development of techniques for the production and use of short-lived rare isotopes for research in nuclear physics. He is a co-inventor of a compact sub-critical accelerator driven target using low-enrichment uranium for large-scale production of 99Mo and a new method for the production of 225Ac and also a new method for production and physical separation of 211At. He is currently a team member of the group lead by Advanced Magnet Laboratory, Palm Bay, FL funded by the DOE to develop the design of a 10-MW superconducting wind turbine.
Neil Palmer is president of Neil Palmer & Associates. He has designed and implemented public affairs strategies for a range of clients based on his broad facility development, communications experience and expert knowledge of government and regulatory affairs. Neil has helped clients get a fair hearing in the court of public opinion leading to approvals for power plant siting, intermodal railroad facilities, natural gas pipeline permitting, wireless communication facilities, landfill operations and other issues. His clients have included FPL Energy Resources, Invenergy LLC, Alliant Energy, TransCanada Pipelines LLC, Union Pacific Railroad, Wisconsin Public Power Incorporated, Guardian Pipeline, LLC, Calpine, EcoEnergy, Point Beach Nuclear Power Plant, ONEOK Pipelines, Wisconsin Electric Power Company and Clearwire. Active in local affairs, Neil served seven terms as a trustee of the Village of Elm Grove, Wisconsin, before being elected Village President in 2005. In addition to serving as Village President he also is Chairman of the Planning Commission on which he has served for ten years. Neil represents Elm Grove on the Waukesha Cooperation Council where he served as Chairman in 2008-09. He is also a member of the Executive Steering Council of the Southeastern Wisconsin Watersheds Trust. Neil holds a Bachelor of Arts degree in political science from the University of Wisconsin, and is a graduate of the Public Affairs Institute. He has been a speaker at seminars and conferences sponsored by the Wisconsin Department of Transportation, U.S. Department of Energy, the Edison Electric Institute, the Public Affairs Council, the Wisconsin Department of Natural Resources, and other organizations.
Craig Pals is Vice President and co-founder of Tick Tock Energy, Inc. based in Effingham, IL. Craig leads the company’s business development and implementation of small wind and solar photovoltaic (PV) projects. The company has installed five 10 kW and two 40 kW wind turbines, in addition to numerous solar PV and energy-efficiency retrofit projects. Over his 20 year career, he has helped develop and/or implement over $25 million dollars of energy projects involving small wind, solar PV, lighting, central heating, cooling and cogenerations plants, and other technologies. Mr. Pals co-founded and launched Tick Tock Energy in 2006 which has helped many local businesses, municipalities, homeowners and farms considerably reduce their utility costs via clean wind and solar PV systems and other energy-efficiency upgrades. Craig attended Eastern Illinois University and completed his mechanical engineering degree from California State University, Long Beach. He is a licensed Professional Engineer in the State of California, a Certified Energy Manager (CEM), and Green Building Engineer (GBE).
Bill Poole is Senior Environmental Scientist/Project Manager with Stantec. Bill has degrees in biology and wildlife management from the University of Wisconsin-Stevens Point and has been professionally involved in the natural resources field for over 24 years. As a consultant, he evaluates the potential for environmental impacts associated with a variety of development projects such as transmission lines, pipelines, transportation, residential and commercial development and power generating facilities including coal, natural gas, hydroelectric and wind energy projects. Subsequently, he works closely with developers, engineers, contractors and natural resource agency staff to provide solutions for environmental impact avoidance or minimization and, when necessary, develops conservation plans and mitigation strategies for regulatory compliance. His involvement in such projects includes wildlife habitat and risk assessments, endangered and threatened species surveys, wetland and waterway identification and permitting, and avian and bat surveys.
Mark Pruitt has 21 years of experience in the energy commodity supply and energy efficiency markets, and assists organizations with energy planning, project evaluation, procurement processes and contract negotiations. His current work focuses on advising communities on municipal aggregation and energy efficiency issues. His experience through the electricity deregulation process in Illinois provides him with a long-range perspective on positioning, risk management and opportunity development. Prior to founding The Power Bureau, Mark served as the Director of the Illinois Power Agency where he secured electricity supply on behalf of residential and small commercial ratepayer accounts serviced by Commonwealth Edison and Ameren Illinois. Mark created one of the largest utility aggregations (natural gas and electricity) for the State of Illinois during his time at the University of Illinois where he managed purchasing on behalf of 27 state agencies and 12 municipalities. Prior to his University work, he developed energy efficiency and power generation projects for federal clients on behalf of Nicor. Mark’s experience with local, state, and federal clients provides him with a keen understanding of the challenges facing public sector clients.
Kris Ruud is Manager of Resource Integration and Regional Operations Engineering at MISO. He is responsible for development of processes to ensure a smooth transition from the Generation Interconnection Process into Operations across the entire MISO footprint. In addition, he supervises the Operations Engineers in MISO’s West region, which contains roughly 90% of the installed wind capacity in MISO. These roles provide Kris with firsthand knowledge of the impact the penetration of Wind Resources has had to the MISO system operators. He has also been part of MISO’s Wind Integration Initiative, which is a comprehensive examination of Wind related issues in MISO. One of the first outcomes of the Initiative is the recently approved Dispatchable Intermittent Resource (DIR) product, scheduled to become effective June 1st. The DIR provides Wind Resources with enhanced interaction with the MISO Real Time Energy Market. Previously, he worked in the Network Modeling and EMS Engineering groups at MISO, and has represented MISO at various NERC Working Groups and Standard Drafting Teams. Kris holds a Bachelor of Electrical and Computer Engineering from the University of Minnesota-Duluth.
David P. Schweizer is Manager of Generation in the Operations Support Division at PJM Interconnection. His department is responsible for generation related technical support for PJM’s Dispatch function and supports the needs of PJM’s Generation Owners in meeting their goals and objectives. This support includes generation outage planning, generator operational data requirements, coordination of automatic generation control, regulation and tie-line issues, generation performance monitoring, reactive testing, hydro scheduling and coordination, load forecasting tools, wind forecasting and wind statistics, and generation related ancillary services support including black start services. Prior to his current position, Mr. Schweizer was Manager of PJM’s Power System Coordination Department which focused on transmission outage analysis, EMS modeling, interregional studies and generation interconnection coordination. Prior to this, he was in PJM’s System Planning Division. Prior to joining PJM in 2002, Mr. Schweizer held various lead project manager positions at PECO Energy, Westvaco Corporation, and The Whiting-Turner Contracting Company. Mr. Schweizer earned his Bachelor of Science in Civil Engineering at Bucknell University, is a licensed Professional Engineer in the Commonwealth of Pennsylvania, and has completed utility executive management courses at University of Idaho.
Dr. Mohammad Shahidehpour is Bodine Chair Professor in the Electrical and Computer Engineering Department and Director of the Galvin Center for Electricity Innovation at Illinois Institute of Technology. He is currently the Principal Investigator of over $40 million projects on smart grid research and development. He serves on the Governing Board of the IEEE Power and Energy Society as the VP of Publications and is the Editor-in-Chief of the IEEE Transactions on Smart Grid. He is the Chair of the 2012 IEEE Innovative Smart Grid Technologies Conference (ISGT) in Washington DC. Dr. Shahidehpour is the recipient of the 2011 Innovation Award from the Association of Electrical Engineering Department Heads. He was the recipient of 2009 Honorary Doctorate from the Polytechnic University of Bucharest, 2008 IEEE/PES Best Transactions Paper Award, and 2007 IEEE Burke Hayes Award for his research on hydrokinetics. He is an Honorary Professor at North China Electric Power University in Beijing and Sharif University of Technology in Tehran. Dr. Shahidehpour is the author of 6 books and 400 papers on electric power systems including a book published in 2003 on communication and control in electric power systems. As an IEEE Distinguished Lecturer, he has lectured in several countries on electricity restructuring issues. He is an IEEE Fellow.
Keith Shank has served as the primary point of contact in Illinois Department of Natural Resources (IDNR) Office of Realty and Environmental Planning for wind energy projects and related issues since 2006. He has been providing guidance and advice to units of local government regarding the effects of development projects on Illinois Endangered Species and Natural Areas Inventory Sites since 1996. Keith joined IDNR after seventeen years with the United States Department of the Interior dealing with the environmental effects of past and present coal mining in Illinois. He has a Bachelor of Science (BS) in Forest Management from Southern Illinois University at Carbondale (1978) and a Master of Public Administration (MPA) from the University of Illinois at Springfield (1995).
William M. Shay is Principal of the Shay Law Group, Ltd., recently formed and based in Peoria. The firm provides legal services to businesses and individuals, and is involved in energy projects. Previously, he was associated with two separate major Chicago law firms, and served as General Counsel for approximately seven years for CILCORP, a major, NYSE electric and gas public utility holding company. Bill has also served in other operating and business positions for two different energy companies, as well as another small business. He is licensed to practice law in Illinois and is a Certified Public Accountant. He is a 1974 honors graduate of Bradley University, with a B.S. degree in Accounting. Bill earned his J.D. from the University of Illinois, where he graduated cum laude in 1978 and was a member of Law Review and a Harno Fellow. His practice is concentrated in corporate/business law, alternative energy project development, and utility regulation. Bill has represented parties involved in wind energy, ethanol, biodiesel, and other alternative energy projects.
Steven Smith has more than 30 years experience spanning the construction, consulting, and Public Utilities industry. Steve joined Farnsworth Group in 2007 and serves as a Director of Business Development, and Green Navigation Solutions with a focus on the Company’s Renewable Energy initiative. He earned a Bachelor of Science in Business Education from Illinois State University in 1972. Mr. Smith has a proven track record of building successful client relationships with private, educational, commercial, industrial, and municipal clients, as well as local, state and federal government agencies. He plays a key role in business development strategies, client support and project team building. In addition to his role as Business Development Director, Steve is a member of the American Wind Energy Association ( AWEA), Illinois Solar Energy Association ( ASEA), Midwest Renewably Energy Association, Illinois Renewable Energy association, and is a member of the Illinois Chapter of the Association of Professional Energy Consultants.
Beth Soholt is the Executive Director of the non-profit organization Wind on the Wires (WOW). Launched in 2001, WOW members include non-profit environmental organizations, tribal representatives, wind developers, wind turbine manufacturers, and business that provide goods and services to the wind industry. WOW’s mission is to overcome the barriers to bringing wind power to market. The WOW footprint covers 9 states that stretch from the Dakotas to Indiana. WOW is a key regional partner of the American Wind Energy Association (AWEA) and the groups work closely together to advance wind power development and transmission issues in the Midwest. Ms. Soholt brings more than 15 years experience working with the electric industry in various capacities. At WOW she directs work in the areas of technical/transmission planning, state regulatory proceedings, legislative education and outreach. Ms. Soholt holds a seat on the Midwest Independent System Operator (MISO) Advisory Committee representing the Environmental Sector. Ms. Soholt holds a law degree from Hamline University Law School, St. Paul, Minnesota and a Bachelor of Arts degree from Luther College, Decorah, Iowa.
Stanley (Jay) Solomon is an Energy and Environmental Stewardship with University of Illinois Extension serving Northwestern Illinois. He grew up in West Texas and received a MS Degree in Agricultural Engineering from Oklahoma State University. His activities in renewable energy have included serving as chair of the Renewable Power Generation technical committee of American Society of Agricultural and Biological Engineering, coordinating statewide wind energy informational meetings, and providing numerous presentations on renewable energy technologies. Jay joined the Illinois Wind Working Group in 2007 as a representative of the University of Illinois Extension.
Mike Sponsler is Technical Director for BHE Environmental. He focusses on supporting wind energy projects as coordinator of multi-disciplinary ecological, cultural, and environmental studies in several states and as manager of Ohio Power Siting Board (OPSB) siting applications for wind farms in Ohio. Mike’s recent project experience includes Bat mortality modeling; Post-construction bird and bat mortality study management; Bald eagle protection/ Eagle Conservation Plan studies; Migratory bird impacts; Endangered & threatened species impact analysis and conservation planning; Critical issues assessments throughout the Midwest; and he Prepared the first certificate issued in Ohio under wind farm siting applications standards. Mike has extensive experience in managing environmental control programs in the energy industry. Since joining BHE, Mr. Sponsler has supported BHE’s technical management and strategic business development for wind energy and oil & gas pipelines. Previously he served for 27 years as an energy development regulatory in Illinois, Indiana and Ohio in his roles as Assistant Supervisor of the Illinois Department of Mines and Minerals, Land Reclamation Division; Director of the Indiana DNR Division of Reclamation; and Chief of the Ohio DNR Division of Mineral Resources Management. He has a M.S. Zoology (Wildlife Ecology) from Southern Illinois University, and his B.S. Biology from Illinois Benedictine College.
John Thompson is in his 24rd year as the President/CEO of the Dixon Area Chamber of Commerce and Industry. He is also President/CEO of Lee County Industrial Development Association. The Dixon Area Chamber is an association of nearly 400 business and professional entities that have been promoting the Dixon area since 1887. LCIDA is a countywide economic development organization originating in Dixon in 1960. He is the Zone Administrator of the Lee County Enterprise Zone #9 comprising portions of Lee and Ogle Counties, Illinois. Thompson is a 1994 graduate (IOM) of the United States Chamber of Commerce Institutes for Organizational Management at the University of Notre Dame. He is an Accredited Chamber of Commerce Executive (ACE) of the Illinois Association of Chamber of Commerce Executives. He is Past-President of the Illinois Association of Chamber of Commerce Executives and has served on the Board of Directors of the Illinois State Chamber of Commerce. He is Past-President of and Legislative Liaison for the Illinois Enterprise Zone Association and a former Northwest Illinois Director of the Illinois Development Council and serves on its Government Affairs Committee. Mr. Thompson has served as lead economic developer for a number of key projects for the Dixon, IL and Lee County area. Direct investment in these projects exceeds $1.2 billion and impacted over 5,000 jobs. Projects include the Duke Energy Nachusa Generating Station, Union Pacific Railroad Global III Intermodal Facility and several wind farms. Mr. Thompson expanded the Lee County Enterprise Zone (LCEZ) across county lines to accommodate the UP Railport, Nippon Sharyo Mfg Facility, US Silica’s Coated Sand Solutions Project and the IRE Ethanol Facility. In addition, Mr. Thompson led recruitment efforts to bring the Rayovac North American Packaging and Distribution Center to Dixon, a $20 million facility that employs 300 and the $100 million UPM Raflatac manufacturing facility (winner of the 2009 EDIE Award for manufacturing projects from the Illinois Development Council and Illinois Chamber.) Currently Mr. Thompson has helped lead statewide efforts to extend the life of the Illinois Enterprise Zone Incentive Program by an additional twenty-five years. Thompson’s economic development organization LCIDA is recognized as one of the premier small market ED organizations in the Midwest.
Eric Thumma is an energy and environmental professional with over 15 years of experience in senior management positions with Iberdrola Renewables and the Pennsylvania Department of Environmental Protection. As Director of Policy and Regulatory Affairs for Iberdrola Renewables, Mr. Thumma is responsible for state policy, legislative, and regulatory issues in the Northeast, Mid-Atlantic, and parts of the Midwest. Mr. Thumma joined Iberdrola Renewables in 2007. He supports the development and origination business teams by working on state policies, legislation, and regulations supportive of renewable energy development, focusing especially on renewable portfolio standard legislation and policy, tax issues, and environmental permitting. In concert with the Iberdrola Renewables team, he has participated in the development of over 1,000 mega-watts of wind energy projects in six states. Prior to joining Iberdrola Renewables, Mr. Thumma was the energy director for the Pennsylvania Department of Environmental Protection. Mr. Thumma earned a Bachelor of Arts (Political Science) and Master of Public and International Affairs from the University of Pittsburgh.
Mike Tyson is Vice President of Engineering for Suzlon Wind Energy Corporation. He has been responsible for Suzlon Engineering activities in North America since 2005 which includes the integration of new wind turbine product and application support for sales, construction, operations, and service. Mr. Tyson has overseen the successful introduction of the multi-megawatt platform and continued fleet expansion including higher efficiency machines with expanded rotors and increased hub heights. With a focused approach on the application of proven technology, the Suzlon fleet of over 2500MW in operation continues to perform with industry leading reliability under his technical guidance. Leveraging previous experience with Exelon Corporation and Commonwealth Edison, Mike brings 14 years of Electrical Power Transmission and Distributions Operations knowledge to the Wind Energy business. Mr. Tyson graduated from Northwestern University with a Bachelors of Science in Electrical Engineering.
Victor White is the Superintendent at Prairieview-Ogden C.C.S.D. #197 where the district office is located in Royal, IL in Champaign County. He has been the superintendent there for 16 years. Before he became superintendent he served as the K-8th grade principal in Milford, IL for 5 years and before that he served as the Milford junior high history and physical education teacher for 4 years. He has a BA from University of Dubuque, Dubuque, IA; a Masters’ degree in Education Administration from EIU; and a Specialist in Education Degree from EIU. Also, he serves on the Champaign Economic Development Board and the IASA Advisory Board. In 2009, the district started going “green” by installing new double pane windows, outside doors, LED exit lights, reduced water usage toilets, Green Cleaning Products used for cleaning by the custodians, and new T-8 lighting with motion sensors in all three of our buildings; removed old boiler and installed a geothermal system with CO2 sensors in each room at South Elementary in Ogden, IL; a 1kW Solar Panel system at the Jr. High School in Flatville; and a 50kW Endurance Wind Turbine at South Elementary. Therefore, not only are all the PVO 4-8th grade students learning about “green” curriculum in the classroom but more importantly they can see first-hand the green technology on their school grounds.
Jolene Willis is Wind Energy Program Coordinator for the Illinois Institute for Rural Affairs (IIRA) at Western Illinois University. As part of its mission to serve as the state’s academic clearinghouse on rural development data and initiatives, IIRA provides technical assistance to communities on wind power and other forms of renewable energy. Willis has been closely involved in advancing several community- and utility-scale wind farm projects, and has comprehensive experience in professional economic development organizations and non-profit organizational management and programming. She was previously the economic development coordinator for University of Illinois Extension H-M-W Unit and served as Executive Director of the Western Illinois Economic Development Partnership, the economic development entity for Warren County. She is an M.P.A. candidate at the University of Illinois Springfield and has a B.S. in Agricultural Communications from the University of Illinois at Urbana-Champaign.
Derek Woods joined the MUTI team in 2009 as Vice President of the Renewable Energy Division & is responsible for all aspects of the division’s development, operations & expansion within the renewable energy markets, with the main emphasis in distributed wind energy. Mr. Woods has over 25 years of project management, construction & marketing/sales experience spanning a variety of industries including the pharmaceutical, medical devices, real estate development, & telecommunications fields. His career began in the pharmaceutical industry with Eli Lilly & Company working in facilities & manufacturing design/construction where he managed the delivery of over $200MM in new administrative & manufacturing facilities, and progressed into the medical devices and pharmaceutical markets, including development of emerging international countries & focused within US markets while consistently generating over $15MM in annual sales for the company. Between 2004 and 2009, Mr. Woods applied his extensive project management & marketing talents through consulting services within real estate development, telecommunications markets, and emerging renewable energy technology applications markets.
Dr. Zhi Zhou is a Computational Engineer of the Center for Energy, Environmental, and Economic Systems Analysis at Argonne National Laboratory. His research interests include agent-based modeling and simulation, statistical forecasting, energy markets, and renewable energy. He is currently working on some projects supported by the DOE, including modeling and simulation on power systems/markets with renewable energy integration, wind/solar power forecasting, etc.. He received his Ph.D. degree in Decision Sciences and Engineering Systems from Rensselaer Polytechnic Institute in 2010.

The Beaufort Street Parking Garage is just south of the Marriott, with a skywalk into the hotel. The rate is $1 per hour, up to $6 for all day, or $8 for 24 hours. If the preferred parking garage is full, there is another one just a few blocks north. The College Avenue Parking Deck is located just east of the Normal Public Library and the Heartland Bank Building.
